Gulpur Hydro Power Project is a Korean Financed and World Bank assisted project being constructed in the Poonch River Mahaseer National Park. Gulpur is a category A project according to IFC’s Policy on Environmental and Social Sustainability. Project’s Lenders included the ADB, IFC, Exim Bank Korea and FMO while Mott Macdonald performed the services of Lender’s Advisors. Mira Power Limited is the owner of the project. Roles and Responsibilities included:
Ensuring the compliance of the project with IFC performance standards and EHS guidelines, legislative requirements and Good International Industry Practices
Development and implementation of the Environment and Social Management System (ESMS), Environment and Social Management Plan (ESMP), Emergency Response Plan, Stakeholders Engagement Plan, Occupational Health and Safety Plan (OHSP), Community Health and Safety Plan and other site specific plans and procedures
Monitoring of the implementation of the Biodiversity Action Plan and liaison with the implementation and monitoring organizations
Review of OHS documents including risk assessments, OHS management plans and procedures, accident investigations and progress reports for compliance with project requirements
Defining and implementing strategies to ensure safe working conditions. Making recommendations to correct unsafe conditions, meet regulatory safety compliance, and reduce accidents and losses
Implementation of the CSR plan, preparation of proposals and execution of the activities
Preparation of community grievance mechanism, review and resolution of the community grievances, maintaining the records
Coordination between technical and E&S teams regarding the project’s E&S requirements, mitigation of risks and resolution of issues.
Monitoring of compliance of Labour Law requirements including contracts, working hours, wages, living conditions, occupational health and safety, grievance mechanism and welfare facilities
Coordination of labour audits, OHS audits and monitoring visits / missions of Lenders
Site inspections, compliance audits and incident investigations
Preparation of weekly, monthly, quarterly and annual Environment and Social reports
Preparation of the Development Effectiveness Monitoring reports
Aerial surveillance and maintaining of photographic and videographic record

Owner’s Engineers Joint Venture 2 was a consortium of 2 Korean companies KOEN and DOHWA, representing the client Mira Power Limited at the site and was particularly responsible for the monitoring of the EHS compliance of the project. Roles and Responsibilities included:
Assisting the Engineering and Construction Manager in the monitoring of the EHS compliance of the contractor and its subcontractors
Monitoring of the compliance with the contractual requirements including the IFC performance standards and the conditional environmental approval
Review of the OHS documents including risk assessments, audit reports, OHS management plans and procedures, accident investigations for compliance with project requirements
Site inspections including the inspection of safe working system, permit to work system, hot works, work at height, lifting works and PPE compliance
Recording the incidents at the site and review of the incident reports
Monitoring of the drinking water quality, solid waste collection and management practices, wastewater disposal and noise pollution
Monitoring of the trainings and drills conducted at the project site
Review of the internal grievances of the project
Preparation of the weekly and monthly EHS reports
Participation in the daily and weekly progress meetings
Drafting of official letters and maintaining the records

Review of Advanced Water and Waste Water Treatment Technologies. Development of a cost effective technology to remove arsenic from drinking water.

Review of Environmental Impact Assessment of a construction project and monitoring of compliance. Submitted a comprehensive report on the compliance status with recommendations to improve compliance.
